What Is Chain-Of-Responsibility?


The chain-of-responsibility means that all parties in the road transport chain - not just drivers - are responsible for unlawful practices in the road transport industry; targeting:

  1. Speeding
  2. Illegal driving
  3. Illegal working hours
  4. Overloading
  5. Exceeding vehicle dimensions
  6. Poorly restrained loads

Reasonable steps
   

Load Restraint

Assuring compliance with a VMS checklist and audit process that validates a driver's load checking process is adhered and logged into the VMS. The system will reference TruckSafe and NHVAS scheme’s which can be validated.

Vehicle Overloading

A VMS checklist, immediate weighing and audit process validates a driver's load is adhering to mass limits and logged into the VMS. Optional onboard mass management through IAP will be provided once available. The system will reference TruckSafe and NHVAS scheme’s which can be validated.

Speeding

Management of truck speeds within the confines of CoR, road regulations, OH & S, and the “Three Strike Rule”, are assured through comprehensive reporting, speed alert level management, and linked to a speed audit process that is managed nationally from the OMC.

Dimension Limits

A VMS checklist and audit process validates a driver's dimensional checking process is adhered and logged into the VMS. The system will reference TruckSafe and NHVAS scheme’s which can be validated.

Driver Fatigue

Through the integration of accurate GPS based telematics and web delivered electronic logbooks, any combination of drivers and trucks can be assured of complying with current and future Fatigue Management regulations across all States. The provision of a special mobile phone/PDA provides a readable version of the logbook for jurisdictional officers to review, and a PDF copy can be emailed to any officer or jurisdictional office. Detailed reporting of driver trips across numerous trucks, including jurisdictional stop periods, DC queue wait times and other customisable events can be provided.
